In the Tosafot he is cited as Rabbi Elazar of Metz. He studied under Rabbeinu Tam; Rabbi Moshe of Coucy leaned on his code when he compiled the Semag.
What often befalls large codes befell this book: it was abridged. Benjamin ben Abraham Anav made a digest, and it was the Yere'im ha-Katan that was afterwards printed (Venice, 1566), while the full Paris manuscript lay unpublished for a long time. The year of birth is unknown; the year of death is 1198.
