This is the barest entry in this section, and its bareness must be said aloud. There is no article on him in the Jewish Encyclopedia or the Encyclopaedia Judaica: he appears only inside lives of Joseph Ergas, as the man with whom Ergas studied halakhah at the Livorno yeshiva. No source gives his dates.
The name itself differs. The Hebrew פאס is read two ways: as a surname—di Paz, de Paz—and as the city of Fez in Morocco. The Encyclopaedia Judaica takes the second and writes "Samuel of Fez"; Hebrew sources and other reference works take the first and place him in Livorno. The available sources cannot settle it, and we do not settle it: the name is given in the commoner reading, and the other is named here.
He is recorded for one reason: so that the chain of Ergas's teachers does not break where the source continues it.
