Shmuel haKatan שמואל הקטן

At Yavne under Rabban Gamliel it became necessary to add to the Amidah a blessing against informers and apostates—and its composition was entrusted to Shmuel haKatan (Berakhot 28b–29a). A year later he himself forgot its words and struggled two or three hours to recall them—and was not removed: everyone knew he had composed it without hatred.

Of him it was said: worthy that the Shechinah rest upon him as upon Moshe, but the generation did not merit it (Sanhedrin 11a). His rule was the verse of Mishlei: "do not rejoice at the fall of your enemy" (Avot 4:19).
