Shapur I
the Persian king who was Shmuel's royal interlocutor
Second shahanshah of the Sasanians (r. c. 240–270). Under him Babylonia with its academies lived beneath Persian rule, and Shmuel of Nehardea pronounced for the ages: "dina de-malchuta dina"—the law of the kingdom is law. The Talmud calls Shmuel himself "Shabur the king"—for his closeness to the king, and for the royal authority of his word in the law.
