Taanit תענית

The Land of Israel lives by rain, and the tractate sets out a ladder of fasts: if the rain has not come by a certain date, a few fast; if it still does not come, the community fasts; and if even then it does not come, the ark is carried out to the square, ashes are put upon it, and the elder speaks words that break the heart.

Here is the story of Choni the Circle-Drawer, who drew a circle and would not step out of it until the rain fell. And here are listed the calamities of the seventeenth of Tammuz and the ninth of Av—and it all ends with the words that Israel had no days more joyful than the fifteenth of Av and the Day of Atonement, when the girls of Jerusalem went out to dance in white garments, all of them borrowed, so that none who had none of her own should be ashamed.
