This is a rare and instructive oddity: the man lived in the Land of Israel, and in its Talmud he is not named. It is supposed that the "Rabbi Jose" there without a patronymic is he.
The sources give no years: he is of the fourth generation of the amoraim of the Land of Israel, and the window is set by the generation.
